I couldn't find any region lock info posted on Humble or Steam for the game, So, I hope hot, but if there is I will rectify the situation with the winner so that they can get the game.

Thank you for that site, it should be helpful in the future. Looks like a few of my giveaways have unknowingly been region locked... :'(
Wish that it would be noted plainly on store pages and/or when creating gift links on humble...Well, regardless, I will do my best to rectify the situation should the winner be in a region locked country. :/
