I am writing about your recent report.

Users start with 3 giveaway slots, and if they don't deliver 3 giveaways - they will be blocked from making more. And need to contact with support if they'd want to gift something. So unless giveaway was made for promotional gain and not delivered / deleted shortly before ending - there is no reason to create a ticket.
