You can't actually restrict entry on the grounds of owning DA:O UE as even though the content is the same they are separate games as far as steam is concerned.

DA:O Ultimate is pack of DA:Origins and DA: Awakening. So what's the point of entering into DLC, if it's already owned by someone in Ultimate edition?
Also it's up to creator to specify what's "too much" - If I say that people can't acces my Borderlands 1 GOTY if they already have base game - they can't enter and it's valid reason for a reroll.

UE is a separate game just like sleeping dogs, human revolution and many others. If it was just a package containing origins/awakening it would be a valid restriction. Staff have confirmed numerous times that entries for entirely separate games aren't valid for a reroll due to "owned content".

The only valid interpretation is like in this statement posted by Khalaq.
Dragon Age Awakening is part of Dragon Age: Ultimate. So even if on Steam Dragon Age: Origins Ultimate isn't listed as "Dragon Age:Origins + Dragon Age: Awakening" bundle it's still valid reason for the reroll. It's not about steam IDs, but about actual content.
If I'd make GA for Deus Ex: Human Revolution Director's cut and say that people who owns Deus Ex + Missing Link can't enter, bc I think that It's waste of full, separate game to give someone game without yellow filter and slightly altered boss fights - I have right to do so.

I'm not gonna take the time to hunt it down but it's been noted repeatedly that in cases like Human Revolution that rule doesn't apply. You don't have to like it and sure it may be better not to enter but a win in those cases is still valid. All that can really be done is blacklisting the winner after the fact.
I own Origins, I own Ultimate Edition, I don't own Awakening even though I technically have access to it's content.
