The costume pack says it needs the base game, but that doesn't appear in the soundtrack DLC. Maybe that's why it would allow someone who doesn't have the base game to enter, idk.

According to Humble Bundle, it's a three pack combo: the base game along with the two DLCs,...they all just have separate keys.
