I don´t know why is that.
This is a game i bought the 4-pack and gifted the other 3.
It´s restricted to LATAM (Argentina, Brazil, Mexico....)
One of the other winners is from Mexico and already told me it has activated the game and no problems.
It should do the same on your account.
Try to activate it later, could be a temporary problem on Steam or something...
If it´s not that and you can´t activate, i really don´t understand and can´t really help.
Keep me updated, i´ll try to help if i can!!!
