Contact support for sure. Also, consider adding the person in steam, and giving them the key over private chat. Then they for sure got it.

It should've been a legit account, so he's probably using it. Did the game show up in his inventory? Maybe he's just out of town (considering he's been offline). I'd still contact the steamgifts admin. You won't get back your key, but maybe he'll get banned from steamgifts.
