Infra means below, beneath, or within. Infrared is below red on the spectrum, ergo its name. Infrastructure is perhaps the most comprehensive usage of "infra", as it relates not just to the foundations (below and beneath) but also to the supporting elements (within).
...so... I guess because this is a planetary sim game, in a space age, they went with "below space"?
It's also a mining game though, so with that naming sense, wouldn't a large part of it be infrainfraspace? :P
"Within space" would make for an even funnier interpretation. Like, what's the alternative?
