Concerning your user report - User reports are read-only, so if you want a 2-way communication street, you need to open a ticket under the "Other" category instead.

Concerning your question - it is indeed true that sometimes the site can create duplicate giveaways without the users noticing. And it's true that users can request giveaway deletion with the approval of the giveaway winner. If you are a winner of a duplicate giveaway, you are free to accept or deny the giveaway creator's request. If you accept their request, giveaway will be deleted. If you deny their request, giveaway will stay as "Not received".
