I had a GA with a DLC, which the winner had already, so I contacted Support, they asked me to show them a screenshot with the proof (in the case, you have to show that the owner has it, by trying to gift the game to the recipient, it will show that he has the game).
And you can also talk to the winner about it, to see if he understands the situation.
There you go, a re-roll will be approved! :)
If you are giving the key away, please make sure the person doesn't have the game.
