Did you get this in the Humble 2k Bundle 2? If so, there're reports that the key is actually for the Director's Cut edition, so the eventual winner would be marked as having unactivated wins for the DLCs. And yes, it can't be activated in Germany and Japan.

I just got a response to my support ticket, they said that the Director's Cut Edition can't be added to the giveaway database because it's not reported by the Steam API.
For a similar reason, the DLC exclusive to the Digital Deluxe Edition (Made Man Pack), isn't reported either, so making giveaways for this version should be safe.
Of course, the safest option would be to make a giveaway for the base game, if you don't mind getting lower CV points.

The game is not region restricted. It can be activated both in germany and in japan.
