Story time!
A couple months ago, after getting tired of the back-and-forth climb to Level 6, I decided to make a nice giveaway to push me over the edge once and for all. I chose OneShot, a lovely adventure along the lines of Undertale and one of my favorite games on Steam. I couldn't find a key to buy online, but I assumed there wouldn't be a problem just sending a copy through Steam itself.
Well, turns out I was wrong... because in Euros, the game costs... a whole two dollars more. Which with Steam's new gifting rules is completely unacceptable, because that would mean a discount of more than 10% across countries.
It worked out in the end, but be sure to double-check what regions you can send which games to, especially if you live somewhere that didn't have to worry about this in the past!
Or just send a key directly, which is what I'm doing here :P

At full price, it's about two more dollars ($10 vs €10), which is what it was when I tried to give it away previously. Steam wouldn't let me give it to Europe at this price either, for what it's worth!

I haven't been able to gift any game off Steam to Europe since they introduced the new policy- which isn't surprising, given that the dollar has consistently been hovering at around 15% lower value than the Euro. I ended up having to first learn that after I'd already activated a trade, meaning I ended up having to overpay for the game to get it out of Humble Store. Yeesh.

I no longer buy keys from Steam. I don't even look at the sales anymore. Yesterday I went to buy a key for a GA at Nuuvem because the price was just a little better than Humble's only to find that it was "across the globe" except for all of SA, UK and Europe.

I feel like Steam shot themselves in the foot a bit, I would have bought a whole bunch of inventory gifts during the last sale, but without that option, I bought nothing. "Luckily" I live in the most expensive region and have so far at least been able to directly gift to anyone wihtout any problems :)
