Why should it? There is no region restriction for that game.

And you can execlude germany with the new region restrictions here.

Can I enter despite being from germany? (I am 99% sure I can redeem it, if not I would allow for a reroll)

It's the Bundlestars indication for the bundle but I don't know which key are really restricted.
Yes, you can entered because you allow reroll if there is a restriction :).
