That error does not mean that the key is still unredeemed, it only means you can't redeem it because you lack the base game.
The only way to tell if a Steam key has already been redeemed or not, is being fully eligible to redeem it (correct region, owning the base game if it's a DLC and so on) and then either getting the error that it has already been redeemed or the key being redeemed successfully to your account.
If this is from IndieGala Gameplay Giveaway, chances are high that it works though.
