That was the case when the game came out, but they changed it.
We can still only buy the censored game because the uncensored one doesn't have a German voice over and the cut version ONLY has a German one. (and seller like GMG aren't allowed to sell us uncut versions because of 'contractual obligations'.)
That's why I never bought the game, because I don't play games in German
I didn't know this was a problematic game to giveaway, I will try to avoid giving it away in the future, I just hope the winner doesn't have any restrictions activating it.

This can't be activated in germany because of the swastikas. The german censored version has a different app-id.
