It's N7 Day and also my cake day! To celebrate my cake day on THIS day by giving one of my absolute favorite game series only makes sense!
This will be a gift, so you'll have to add me on Steam as soon as the giveaway ends! As far as I saw, there weren't region restrictions when I selected it as a gift in my cart, but I'm in the NA region and can only go off of the information I was provided. Please keep that in mind when entering and don't enter if you have no plans to play it AT LEAST within the next 3-6 months (I'll cry if this goes to someone who won't play it!)

Edit: Thank you all for the advice regarding regional restrictions! If the winner happens to fall outside of the regional requirements, I will make every effort to get this game to them because I absolutely want to give this specific game! I pulled up friends from different regions with gaps in prices, according to SteamDB, and there weren't any region restrictions that popped up when I listed them as gift recipients. I can't make a 100% guarantee with Steamgifting being what it is but I will do everything I can to get this game to the winner and discuss options with them if there are issues with restrictions! Best I have pushed is 12%. Others prefer 10%. Exchange rates can change day to day.
As a NA, doing a dry run on gifting on Steam to my Steam Friends, today it says I can gift 12%.(just dont check the I agree to be charged box at the end, it wont let you get to that final screen if it cant be gifted). They also allow to you "schedule" the gift on a date and time, that can be cancelled any time before.
A Polish friend already has the game so I cant check to see if I can push it to 12.72%
I also dont currently have a Mexico or Swiss friend to check the higher percentage. Dont think there are many Swiss users on SG.
Side note, any Mexico or Swiss people want to friend me on Steam, please do so I can do better dry runs.

Happy Cake Day to you as well! No spoilers here: N7 is a military ranking in the world of Mass Effect. Being an N7 means that out of the special forces, they are at the highest ranking. N7s are the best of the best! We celebrate N7 day on November 7 and by a weird coincidence, it's also my cake day lol!

If you have the SteamDB extension, look for the button (on the right hand side near the bottom for me, I assume it's in the same location for everybody) that says "View in SteamDB". That will show you the current "converted price" in several locations (it does not list every region in existence as far as I can tell). In my case (USA) the game is $8.99 (right now) ... 10% of that would be ± ≈$0.90, so the range for me would be ≈$8.09 to ≈$9.89 ... and it says, for example, that the Chinese Yuan has converted cost $5.19 so that means I would (in theory, I'm not in a position to double check right now) not be able to gift it from USA to China. In fact, out of 36 regions it lists, I would (in theory) only be able to gift it to 14 or 15 places. But that's right now, with the current sale, which ends on November 11. After that the prices would be different which would change all those calculations. Hope that helps.
edit: apparently the tilde key, aka a single ≈, changes formatting to make a spoiler so I had to learn how to type the approximately equal sign ≈. If you're on PC, hold down ALT and type 247 on the number keypad (it doesn't work on the standard numbers, apparently) then release ALT. Oh, and the plus or minus symbol ± is 241.

If it's $8.99 for you and $5.19 in China, then you absolutely would be able to gift to China. It's only if the "price difference" is 10% above the price in your region.

Is it only 10% above? I thought it was both above and below. In that case I would only not be able to gift it to countries using Polish Zloty ($10.02), Mexican Peso ($10.40), and Swiss Franc ($11.96).

It wouldn't make sense for Valve to stop you paying more for a game than you have to. They just don't want you to abuse regional pricing to get a game cheap from a friend.
