To anyone that can answer, can I activate this DLC if it's not available in my region ?

If it isn't region locked, then yes you can. Not long ago I was able to activate a gift sent by a good friend from Germany, with the game "Dragon Age: Origins Ultimate Edition", which by the way, it's not available in mine (Chile). And before that I did the same for him, with a couple of games that weren't available over there. If I remember correctly, one of them was an Indiana Jones game.
