It's very honorable to want to give everybody a chance but I still recommend checking up on your winners before you send the gift. There's lots of people that haven't read the FAQ or simply don't care and try to regift or sell their wins. For example one of you winners has not activated the game you gave him (you would have had no way to know in advance since this is their first infraction). I recommend SGTool to automaticly check for not activated games and Add SGTools links to profile to save you the trouble to enter the username manually.

You can file a support ticket under the category user report but those normally take quite a while to get resolved. They will be suspended and if the do it repeatedly (caught 3 times) will be permanently suspended.
However what usually works better is to check in advance and if they already have infractions ask for a reroll. That way you don't have to give them the game (and can rather give it to somebody who might appreciate it) and they will also get punished in the process.
The big advantage is that Reroll requests are normally handled very swiftly.

But you can of course try to contact that person first and tell them to activate their win (if you want to).
Some people break the rules not (mainly) out of greed but out of ignorance to the rules.

I didn't check the GA in question earlier and just noticed that it's not really the winners fault.
Even if the winner is ok with receiving another game instead (for example like in this case because the key is already used) it's not that simple because many people check up on their winners and so that person will most likely get blacklisted and reported in the future.
The recommended solution is to have the GA deleted. First they have to comment on the GA that they agree to deleting it and then you file a Support ticket to delete it.
