One of the unsung heroes of videogame music is, in my opinion, Andreas Waldetoft. He has worked on quite a few games with very varied soundtracks. It's not something I would listen to on its own, but they work great in the games they are meant for. Here are some examples:
Overture (HoI 2)
A Cruce Victoria (EU3)
Snow is Coming (EU4)

Thanks for a wishlist giveaway. Off the top of my head, these are some game soundtracks that I've enjoyed:

I love the soundtrack of The Cat Lady and occasionally listen to it. Some games have great soundtracks that are very fitting (e.g. UT99), but are not so suitable to listen to outside playing the game.

Zombie Playground OST

I like the cinematic type music Blizzard does for World of Warcraft and the Diablo series. Really great to listen to, even all by themselves.
