Lol yeah, I checked the game's discussion area on steam. Apparently the user only sells about 1 game a month, and the price for international bank transfers at his/her bank is 23 euros per time. He/she got angry at this and jacked up prices to 93 euros till Steam fixes it (but I doubt they will, seems more like a bank thing to me)
