If you haven't played it yet, try Sleping Dogs. It amazed me as a GTA-like game that was better than GTA 4 itself =)

(If I really must recommend a Steam game... I recommend Dirt 1, because of it having the Pikes Peak route... but it's not on Steam anymore... but the new Dirt Rally does have Pikes Peak in it! ...so... I'll have to see how that one plays. Probably hard as balls.)
