I think that's due to expectations from people. There's not much diversity in either enemies, levels or missions. I think you can compare it to Dynasty Warriors, with loooots of repetition and monotonous gameplay.
I enjoyed my time playing it, but I wouldn't rate it higher than a 6 or 7, but I quite enjoy grinding. With Steam's aye or nay voting system, I'm not surprised it scores so badly. Plus, it's quite overpriced, it would score a lot more positive if it were a tenner.
