I forgot I promised I'd a copy of this away after I won the last one, so here it is!
I've only played it a little bit but it is a fun game so far. It's very similar to the Caesar games from Sierra. So if you like those type of city management games you should buy the base game and then win this one- you'll probably have a really good chance!
Also, you should check out Tilted Mill's other games- Hinterland is a really fun cross between rpg & city management.

Considering that the DLC is $2.49 (on the US/Canada Steam store, at least), and the base game is $9.99, it's unlikely that anyone who DOES own the base game will not ALSO own the DLC. Steamgifts doesn't allow you to enter for a DLC without the base game. Ergo, practically nobody qualifies to enter the DLC giveaway.
