Are there any region restrictions?
If you bought a ROW key (gift), can it be activated in Germany?
If you bought a german key (gift), can it be activated anywhere else?

Just want to say that this information is outdated according to steamdb (and some newsoutlets), people where complaining as the only place that should have the Nazi symbols etc censored is Germany, therefore the publisher changed it and only Germany can't activate the uncensored version:
