"Request New Winner" is showed when cheeking "winner" category in your GA. On reason choose: "Majority of bundle exist in Their Account"
You can use: https://www.sgtools.info/activation to cheek if winner activate wins before, if have not activated win from last month you can request New Winner. I blacklist if someone have 3 not-activated
