Since I cant respond in the thread anymore since its closed, to your 15 non activated is seen as only one infraction answer.

Just my opinion, but the amount of times here should not count if I would steal in 1 store vs 15 stores I can guarantee my time in jail/ fine will be many times higher in case 2 then in case 1, even if we would be able to explain somehow that I didn't know it was not allowed.

With numbers like this I would say auto perma ban with the option to get it lifted if you fix it, and next time is one without parole.

The number of "crimes" should also be considered once you hit double digits. in my opinion.
