No, they haven't. On public GAs, any "rules" you add are non-binding. If the winner wants to leave you with a "not received", they are free to so.

Yes they have, public GAs are still under rules for how the prizes must be taken. Also, what you said about marking "not received" is true, and it is also true that I am free to delete this GA as I already did many times before once I sent evidences showing that the winner was careless to check how the prize had to be rescued. Sorry to inform you, but yes that is how this works "here", once these are my terms for whoever is joining this GA, if you do not agree just stay away from it, no one is forcing you or whoever disagrees to take a chance.
