I think most key-providing sites other than GMG are region-unrestricted, including most bundles.

Not sure of any way to get actual steam items that are region-unrestricted, without trading for them. :/

Hmm. There are a lot of official places where you can buy games, just the selection differs wildly between them. What I'd maybe suggest is to look up a game you want to give away on IsThereAnyDeal.com to see what your options are. Almost all stores they list provide Steam keys except for the obvious ones like GOG, uPlay, etc. Depending on the game, Steam could be the only choice, there could be one other store or over a dozen.
