I think that's every region I listed aka not region restricted. I just listed them anyway to be safe.

Peiper means that it's your responsability to set the region restrictions properly in the giveaway making page. Not just list them in the description. Sometimes it's a slog, I know, but in this case you listed every region but South Korea. So it would have been ticking "region restricted", click "select all", and search and uncheck South Korea.

It depens, where u got a key?
If it's from Humble, they say.. Some other places may say... Gray Sites, don't
say! If from Dev, then he should tel!`?

Keys don't acctivate apps. They activate subs. You make a giveaway for a game, you give a key for a game, but internally Steam only sees a key that activates a sub. So you must find which sub the key activates. Usually this kind, only one game, is one of a few subs (or only one) that only contain that app. The path is simple. You can check the app in SteamDB, see in which packages or subs it is, and what sub could it be. For example, normally you would get a key for this game from this sub: https://steamdb.info/sub/274586/
Click on "metadata" and it'll tell you extra info, including region restrictions. Some apps are easy. Others are a nightmare with dozens of packages and subs, and you must be sure to know the origin of the key so you can detect the right region restrictions.
In any case, if the game comes from a bundle, you can rely in the appropiate bundle thread in Deals section of Discussions. If you got the key from a store, the store should tell you somehow the restrictions if any, e.g. Fanatical tells you "this key activates in your region", and clicking there will list where does it activate. If coming from a gift or trade, try to ask the other side the origin.
At first I was clueless, all this sounds confusing, but with some experience and practice (and errors, we all do) you can become profiicent with this unavoidable ugly stuff.
