Thanks for your response. The issue here is that if a ZA gamer wins it they cannot activate it in their library which is against the giweaway rules.

According to the giveaway rules you need to activate the key against the account that won it. If it is not in local store you would probably not be able to activate it locally. This is similar to games which are excluded against country codes I would guess.

No, that is not correct. Region locks on keys are separate from regional store availability.

And in the cases of games that have been removed from the store entirely, that has no effect whatsoever on keys for the game. They can be activated the same as before it was removed.
