I don't own the base game and can't enter the GA.
The OP most likely played a demo or a free weekend. It can confuse the Steam API sometimes.
Still a good idea to check your winner just in case they did too.
It's a known issue around here. Users can enter giveaways for DLC content they already own. This is b/c DLC typically doesn't have its own appID within steam & thus sg is unable to check if it's already owned. However it will prevent people from entering if they don't already own the base game.
Second this, i own both base game and the expansion as well, so yeah better check the winner later in case someone deliberately or accidentally enter it while they also own both..
Sweet, I got the game when it first came out and beat everything it had to offer (except for the limited time event items, wasn't going to wait real life months for such events just to get items for builds); perhaps it time to look into it again. Thanks for the chance!

It has a purple bar saying: This product requires the base game Monster Hunter: World..
