Indeed it's not appearing in my library but if I go in the game's store page I can see the "Play now" button.
I noticed in my library there is "SEGA Mega Drive & Genesis Classics" that include Sonic Spinball as a sort of DLC, Steam messed up things but this can confirm I activated the game (;
