Sorry about that. It mainly is because I have no idea on how to check how many DLCs someone already has. If I would know a way, I would have allowed people that have no DLCs.

Sadly, the only way I know is adding them as friend and trying to buy them DLC directly through steam. It should then say already owned or not

Years back made bunch of GA for cheap dlc... It was reroll nightmare. Many GA rerolled multiple times. I hope support didn't hate me for it :)
