It not "might be", it will. I bought this while out of the country (in eu) and tried activating it when back at home (america), it did not work, so, maybe make it again with region restrictions? That's my advice if you want to avoid the headaches from the rerolls
You can always limit it to one specific country within the EU, that what I did with one of the games I got in another bundle taht happened to be region locked as well

Thanks for the confirmation! Sadly, Steamgifts doesn't have a separate specifiable region for the EU yet...
