Hi Ronix, I know it probably isn't the right place to ask, but:
I have created an SGTools protected GA here. However, due to technical issue with SGTools, the actual GA on SG is not set to region-locked. I left a similar warning on the GA description, but I still see some people from other region entering.
My question is, may I request a re-roll if the winner is not from the said region? Or do I have to send a redeemable copy to him because he is able to enter? Any recommended way to deal with this?
If you prefer that I create a support ticket, I will do it.

No. Your giveaway hasn't been tagged as restricted, so the reroll will be rejected.
If the winner is not from China, you have three options:
A big warning on the GA description may help, but sometimes RNG hates us all.

Funny thing about RNG: sometimes I do doubt if the drawing is really random at all - I have won 81 games, 25 of which comes from pure luck (gifts won more than estimated on the stats page), which means I have won 44% more than the average (someone who entered the same GA). Is this even possible? Seriously?

Yep, it's random.
You can flip a coin 100 times in a row and get always the same result. It's possible.
A user won three giveaways for the same game created by the same user: a whitelist one, a group-only one and a public one. There are few entries in the first two giveaways, but the third one was public: more than 1000 entries.
