Some people may have the game not this Edition but not the DLCs
And may ask to Enter for them.

steamgifts doesnt recognise DLC's
Thats why people can enter GA for DLC`s they own and packs that inlcude these DLC's..

Thanks to auto-joiners and people who dont pay attention what they enter, you should check the winner wether he/she already owns the game ;)

Also as djsmokey said - if a person has the base game - he can enter for DLC`s if you are OK with that.
