You are right about getting a reroll if the winner hasn't been punished for breaking the rules in the past but I would like to clarify that "my rules for the GA" isn't always valid. I don't want to put words into your mouth but just spread information. :) For example if one would write "like my facebook page or i reroll if you win" in the giveaway description support wouldn't reroll in such a case. That being said, have a beautiful and sunny day. :]
You can always reroll if the winner has infractions for which they haven't been punished yet. No matter if the checkup process is done by SG Tools, manually or by helpful elves ;) If they have already been punished (and the last infraction is older than a month) the reroll request will simply be denied.
Yea, there's a lot of room for improvement in the FAQ and Guidelines. I can't link it properly now because I'm writing from my phone but there's a thread called "Failure to activate and regifting" that goes into more detail. "Theads that should never go away aka SG Stickies" also has lots of links to other helpful threads ;)
