I want this DLC but I can't enter to this giveaway because it says "Missing Base Game"

There is a bug/error because I have the base game and I entered in previous giveaways for the same game(different DLC) and I won 2 DLCs(Trainz Simulator DLC: Aerotrain and Trainz Simulator DLC: Coronation Scot)

You also can check that there are 0 entries and normally these DLCs had more than 50 entries.

Yes, it's messed up. There some DLCs that publishers have incorrectly configured in the Steam database and this is one of them. When that happens, they do not get reported as expected and can't be automatically checked as normal DLCs can.
