apparently there was no beta Keys for this game. Also, on your library it says it's the full version, with the achievments. So yes, I think it's ok.
You can install the game and see if everything is working properly.

Thanks for being honest about it and I'm glad you've read the rules since then :)
Having non-activated wins on your account surely gives you much grief (like me pointing fingers), if you're able to getting the game and activating it to your account, you should do that.
