I can if they have any unactivated or duplicate wins within 30 days. Thats in the site rules. I've already had to do it a couple of times and been granted the reroll but usually that warning is enough to deter dishonest users. If its outside of that period I just give a blacklist. Usually if it was just one time in the past I let it slide though.
