I mean you cant prepurchase gifts anymore... You can only send to friends and I have many friends from many regions, never seen any warning about price or region...
I had a friend from USA who used to buy me games but he couldn't anymore, same goes for people from Australia they can't gift me anything either (and vice versa).
Maybe the warning happens after you try to click the purchase button (i dunno as i am not in the liberty to even being able to gift others).

didnt know, so gifts from steam are restricted? I tought those gifts are restricted which are from cheaper regions like RU

Steam wouldn't allow you to gift from USA to Europe for example or to Australia.
Safest would have been if you set this with a region lock to east european countries.
