Everyone else (including Mexico, the rest of Asia but not China): {sub/400009} - a ROW key that can be redeemed everywhere (confirmed)
Generally her region lock info has been more reliable than the message Humble pops up when you try to create a gift link. She's even found instances where there was no region lock at all, but Humble popped up the message saying "this may not be able to be redeemed in some countries."

Ah ok, so HB has just reversed the region restrictions, and by assumption put in any country that does received a region-restricted key.
