Correct. The Dressrosa arc is the original stuff from the peeps that made the game. They were missing some parts here and there throughout the entire storyline too, which made it weird for the ones that know what happens and with whom such events happen with (me included). :(

Lego games are nice, but they always have lots of shitty DLCs. Let's see if I can get it next month.
