Considering the sheer amount of Russians and Poles on this site, check the winner. Eastern Europe has its own separate 'New Vegas RU' (appID 22490), which is another Steam product, so it is possible to own both that and this global version (appID 22380), as neither have any region restrictions. Only owning both will totally break Steam and ends up you not being able to run either or only run the RU edition, but never the global.

I've seen the Steam reviews complaining about the RU version. But I take it that eastern Europe can play the global version as well? I've heard that Steam converted all the globals in eastern Europe to RU but I guess they just did it that one time?

It is not 'converted'. The second game has existed since 2011, the original release date. It is just thus:
Thing is, these separate games have no region lock whatsoever. It is the store page that does a redirection for Eastern Europeans, so we cannot see the global version's store page and the world cannot see ours. However, you can own both, meaning you'd literally see two New Vegas entries in your library, with separate achievement and play time tracking. But this confuses the client to no ends and renders you unable to play the game (Steam goes into a recursive infinite loop trying to launch either).
This also means that owners of appID 22490 will not get a hit here as owning the game (since technically they do not own THIS game). So, you really need to check the winner because there is a good chance they will already own a New Vegas, just not this New Vegas.

Wait but the two versions aren't the same. From what I read in the reviews it seems like once they were put on the RU version their Steam game hub switched to Russian region making all the guides/[psts useless (because most of the countries relegated to the RU version don't speak Russian... like not at all) and it broke support with some of the mods. It's not just a renaming thing. Either that or there have always been these issues and users weren't able to determine why they were happening until their copy of the game got switched to RU.

I have 800 logged and over 400 unlogged hours in new Vegas RU and I have been doing general troubleshooting on the game's two forums for several years now. Just trust me on this, will ya? I know how New Vegas works on Steam. I have been dealing with it for years now. Based on Bethesda forum responses, I can safely state that I know more about the game and solving its problems than Bethesda does. =) (Then again, a dead rat knows more about New Vegas's technical issues and solutions than Bethesda.)
What you read in those complaints were either totally false and were stating third-hand information, or was true under extremely specific circumstances. Meaning the user had to use one specific mod manager, had to never actually started the game since at least early 2014, and originally acquired it from a Russian through trading or the grey market. Then some mods did not work indeed.

Yes, steam simply adds the DLC to your account when you activate the goty/ultimate edition of a game. The question is, are you ok with this? =)

Out of curiosity: since you have not touched the game for seven years and you practically never did anything in it beyond finishing the tutorial quest over half a decade ago… what do you even want the DLCs for?

Actually I have played it quite a bit more on my old flatmates PS3, but since you are asking: I hope to get back into the game, this would be a good opportunity (and maybe a slight obsession with collecting great games).
