The Steam API doesn't handle DLCs very well. Any DLC or DLC related giveaways (eg bundle or special editions such as this), basically doesn't get check accurately check by the Steam API.
As such the giveaway creator is recommended to check the winner on all giveaways that involve DLC content.

ok, i get it now. You're right. It doesn't count other editions as "Already Owned" and disable the entry button so recheck winner is MUST-HAVE :D
