Not regifting, after I won mine I got a second code from a friend (not through giveaway) and DOTA 2 keys are allowed even if they are region locked.

this is for beta keys right? so why does is says "Exists in your Account" instead of "Enter to win" ?
Of course it does, but just the spectator only version ?!
