Unfortunately I don't think I can check if people have the DLC or not, but people themselves can do and avoid entering the giveaway and allow people without it a chance to win
Some DLCs used to show in library, I remember, like expansion packs and such but I guess it just clutters the library view and takes longer to load for large libraries so they got rid off it.
Well, hopefully the winner will check and enjoy this addition to the base game.
btw people with the dlc can still enter the giveaway

You can check if their profile is public or you can double check if you add them. This is fine to do. If you like to do.
But don't stress it. Yeah, people should check themselves and be fair.
