Questions should be addressed to "Other" category.
Of course that user is not a moderator. You should always double check users profile. I would suggest this extension.
For the future: you should mark a giveaway as "received" only after successfully redeemed it, otherwise you risk a suspension for "not activating won gift".
Remember that giveaways must always be for what was selected at the time of giveaway creation. The gifter may add additional things to give the winner, but must at least include everything indicated by the giveaway. If something happens that makes it impossible to fulfill the giveaway for some reason, the creator should contact us to get it straightened out rather than trying to 'work something out' privately and risk both their own account and that of the winner.
