Hmm Neptunia series are eligible to be activated in Japan-Korean region as far as I know.

Bundle sites often don't check the region locks applied to their keys, or they just say what the pubs want them to say.
For example dragon's dogma was taken out from Humble Monthly for Japanese buyers, but the key was eligible for activation which added the game with full Japanese support.

I just say it because I know cases where japanesse people can't activate games because of this (I thiked it was Mafia II the game I hear) and the bundle where it buy it (humble bundle I think) didn't say anything about region lock. I have to admit that I didn't know if this region lock is rigorous or not but I just say it because I don't want to tell the person who win if the game don't activate "hey, do you know? This key can't be activated in your country. Funny, right?" :/

Sounds reasonable. Region locks on Mafia series are somewhat complicated, either for Japan or other regions. You can't know if the "row" key works in certain region unless you try it out.
Neptunia series are becoming lax as Re:Births are free of region locks now. If it's for precaution, it's ok.

It's for this, just for precaution, because I can't imagine win a game and uops, it has region lock, the site said it and because the person who put the SG didn't say anything you didn't know. It's... Cruel :/
And yes, region locks on Mafia II I can't understand it xD but well, in this world you can't play some games in some places because their past *cog *cogWolfenstein in Germany*cog *cog sooo I think this world it's so stupid as far as games are concerned
