Hi,
You have revealed the key and said you already have it. Did you try to activate and see the message of "already have"? Could you try to open your activation history and see if you actually activated it but due to some problems (like network) so you thought you already have it. If that's the case, please leave a comment here. I'll ask the support what to do next.
P.S. The new winner reported the key is used...and I'm pretty sure they are valid.

Yes, I did get that message.
But only after entering it manually after steamgifts bugged out on me when trying to redeem it through the site's Won page.
I'll check what Steam itself has to say about it.

I found in my account history that the code was indeed redeemed.

Either Siegal didnt have it before and it activated on his account, or it was redeemed from someone else, or Steam messed up.
I wouldnt worry over this issue that much. In this era of keys all over the place, these things can happen.
So I'm not angry or so over this. We can just let it pass if you want.

Siegal just said he found it actually redeemed, but something went wrong with the won page activation link (my guess is the timeout, so it did redeem at the first time). And he manually activated again so it surely showed the key is used.
I already issued a ticket for this. Let's see what support could help and then we decide the next move, OK?

I know it won't help us in this specific case, but I think it might be some sort of error on the Steam end of things when activating keys using this method.
The same thing happened to me again when activating another game just now, and I got the same error message as yesterday.
"An unexpected error has occurred. Your product code has not been redeemed. Please wait 30 minutes and try redeeming the code again. If the problem persists, please contact Steam Support for further assistance."
I checked my history, just to be certain, and yes, the key was redeemed again.
Maybe I should always manually active codes from now on, just to avoid any confusion in the future.

The support has fixed the problem.
The activation link of SG won page is actually a method to redeem keys through Steam web register key page. So it maybe because sometimes the Steam is not stable (possibly caused by the event or maintenance recently?)
I also encountered some similar issues and saw the timeout error (no response from Steam after activation) many times. And the key is actually redeemed. That's why I would ask you to help check the activation history.
It would be better to double check if there are any errors happened to activation keys at first time.
