I bought this game on Amazon, and found out it is not available in my region... (so please make sure it is available in your region before you enter this giveaway)
I don't think the key is region-locked. I think this game is just made unavailable on steam in certain countries (for example, I can't play Batman: Arkham City where I live, but I've seen many people gift it here on SG).
It's probably because GFWL is not available in some regions (which both Iron Brigade and Arkham City use as DRM in addition to Steam). Still, as you say, there has never been a prohibition against offering those types of games here.
GFWL is not supported in my country, but I can still activate games that use it on Steam. I have Arkham City (preordered before Steam removed it) and Dark Souls (bought in retail) - both games registered and played fine. If some key cannot be activated at all it's totally different case.

Sorry avigag, but region restricted games are allowed to be gifted on Steamgifts;
